WVID Meting 4/26/2011

Mark your calendars. Parkway / Hwy 41 intersection ribbon cutting ceremony on Thursday, May 19, 2011. Regarding non-payment of 2010 taxes by Gran Paradiso and Fourth Quarter Properties, the District Manager made the following statements:

  • WVID has sufficient reserves to make required bond payments on May 1st and Nov 1st.
  • Any default on bond payments would be at least one year away.
  • Sufficient funds are available for day to day operations of the district.
  • It will be business as usual for the district for the remainder of this year.
  • The sale of Tax Certificates on June 1st may replace the lost tax revenue.
  • As long as individual property owners pay their assessments, there is no danger of loosing ones property.
  • He repeated this assurance. If you paid your taxes, there is no danger to your personal property.

The District Engineer presented a number of proposals from private security firms to patrol district streets and areas, 9 hours per night, 365 days per year. The cost would be around $50,000 per year. From October 2009 to date there have been seven instances of theft or vandalism in the district costing about $73,600 in repair or replacement expenses. Although insurance has paid $67,000 for these loses, the insurance company is now claiming that it had no obligation to pay the claim(s), and they are demanding their money back. There was some discussion among the Supervisors and staff, and a number of public comments. Several residents of Gran Paradiso voiced their concerns about prowlers, trespassers, and their general safety and security in Gran Paradiso. Staff will research this some more and report back.

Regarding my questions about the purchase of two parcels of land near River Rd. and Hwy 41? I'm batting .500 on that. The questions were entered into the meeting record under Tab 3; but no discussion or answers took place. Not worthy...literally. Staff stated it would cost about $1,000 to research and answer the questions and asked for Supervisors approval. After some discussion, no vote was taken; but the silence of the Board spoke volumes. Perhaps answers will come during the normal course of events as the district continues to consider buying these parcels. And, if no purchase question or decision is ever considered by the board, these questions may never have answers. Makes me wonder.... truly not worthy of consideration; or just too intrusive or awkward or embarrassing to answer?
