Commissioner Garafalo Answers Questions

Sue forwarded the following email from Commissioner Garafalo with his answers to the various questions raised during his recent visit to IslandWalk:

I had a town hall type meeting last week at Island Walk, these are some of the questions that I was asked. A lot of them I answered as best I could. But I reassured them that I would get the exact answer. Their questions are in black and my notes are in red. I copied on this Email who I assume will be the person that will best be suited for the answer.

1.  What’s going on in West Village Improvement District and how does the lack of activity at Gran Paradiso affect our contribution to WVID?  This is a District issue and the District has been asked to comment.  Until a response is received from the District the residents can also consult their closing documents as the answer to this question would most likely be located where they agreed to the terms and conditions of the Improvement District.

2. How are the common areas of WVID paid for?    First and foremost Gran Paradiso is not a CDD. They are a community within the WVID. All “commons areas” (roadways and such) are maintained by the District. The District’s obligation’s remain should any community fail to develop. 
3. What is the update on the water treatment plant and when will bids be accepted?
The WVID water treatment plant will be built by the West Villages. It could be several years before construction of the water plant in WVID begins. The design of the plant will be triggered based on a couple of measures.

1-   If 50% of the 5600 ERCs connect to the water system in WVID, WVID must begin the design of the WTP. Currently less than 20% of the 5600 ERCs are connected.
2-   The second measure is a little more complicated. If 25% of the WVID 5600 ERCs are connected and the demands on the City’s water system reaches 70% of the City’s water supply capacity, WVID must begin the design of the WTP. Currently the WVID ERCs are less than 20% and the City’s water demand is less than 55% of the water supply capacity.

The timing of the water plant design and construction depends on the growth rate of the WVID area. By contract the City reviews this evaluation every year and sends a notice of findings to each of the respective members of the utility developer agreement.

If the question is related to the improvements being designed at the City’s water treatment plant, the Utility Department anticipates advertising the project for construction in mid April and award the construction contract in June. This project will improve the City’s water quality and will increase the annual capacity by making it possible for the City to produce water year round. The City will still purchase water from the region as stipulated in the water supply contract with Peace River.


4.  When will the West Villages Parkway be open for traffic?    From an email from JP: “Shaun, Segment B (US-41 to RR) is ready for final inspection and we are scheduling that with the contractor.  Contractor needs to do some retesting of utilities before cert and turnover to the city; we have been discussing this with city utilities and we are all on the same page as to what to certify and turnover.  I will prepare a turnover package for the road itself too and submit to you for consideration.  I want to set up a ribbon cutting with city commission / county commission sometime soon.   Can I coordinate that with you?

The intersection turn lanes at US-41 and W. Villages Parkway are close to completion too.  Once done we can open the Segment B portion to traffic but I am concerned about the temporary alignment of the north bound traffic on the south leg of the intersection; it doesn’t line up well with the new road on the north side until the new northbound lanes are also built on the south leg.  I’m trying to figure out if a temporary marking during construction will work out.  I cannot finish the new north bound lanes on the south leg until Verizon moves their wire and we are arguing over who pays for that.

Segment A (US-41 to South County Health Center) traffic will move to the new lanes during construction of the northbound lanes within a few weeks.  Construction should be complete this spring.

5.  Can we expect a traffic  light at the exit of IslandWalk?   It’s extremely dangerous to cross there?  No, as there will be an alternate exit from IslandWalk to the Parkway which, someday, will be lightedThe same with Gran Paradiso, through the Prado.

6.  Why do we have 45 MPH 1 mile north and again 1 mile south on Rte 41, yet in front of our community, speed limit is 55 MPH?    
Dear Commissioner Garofalo:

I am writing this email as follow-up to the discussion at the Sarasota-Manatee Metropolitan Planning Organization (MPO) meeting related to your request for the department to review the speed limits along US 41 in the limits of City of North Port.  You requested us to consider a 45 mph speed limit within the city limits.

Secretary Cann responded in the meeting that we will perform speed limits along US 41 and determine the need to adjust the current posted speed limit.  As promised, we performed speed studies from Paulson in Charlotte County to Venice East Boulevard in City of Venice.  The speed studies covered segments south of City of North Port, within the city limits and north of the city.

The current posted speed limits in and around City of North Port are as follows:

                From S of Flamingo Blvd (in Charlotte County) to 800’ S of Sumter Blvd – 55 mph
                From 800’ S of Sumter Blvd to 400’ S of Blackburn Road/Ortega Place – 45 mph
                From 400’ S of Blackburn Road/Ortega Place to the north– 55 mph

Based on the results of the speed studies, we will be adjusting the posted speed limits to the following:

From S of Flamingo Blvd (in Charlotte County) to Sarasota County line/North Port City Limits – 55 mph
                From Sarasota County line/North Port City Limits to 400’ S of Blackburn Road/Ortega Place – 45 mph
                From 400’ S of Blackburn Road/Ortega Place to the north– 55 mph

In summary, this change will result in extension of the 45 mph speed limit to the Sarasota/Charlotte County line.  We cannot at this time justify change to the posted speed limits at the north end of the city.  We will be preparing speed regulations and issue a work order to our maintenance staff in the next two to three weeks.  The speed limit changes should be implemented in few weeks.

7.  Was there a problem on getting permits for our community center?  NO, any delays that may have been experienced were due to the developer’s engineer of record’s timeliness in providing requested/required plan information.

8. What is the status of annexing SCF to the City of North Port, along with the 15 acres?  Good Question?  An MOU was agreed to and the Staff of the City and College continues to work towards meeting the terms. Both staff are awaiting a response from Fourth Quarter regarding the dedication of the 15 acres.

9.  Is there a memorandum of understanding on this (above)?   See Attached

10. Who do we contact regarding the dog barking from Thomas Ranch?  It is everyday about 6 a.m., but some nights at 2 or 3 a.m.  Staff has contacted Eric Anderson the Ranch Manager regarding this.

11.  What is the state of the City’s budget?   I handled this question

12.  Paw Park – her dog (for the first time in 11 years) got ticks, and it was from the Paw Park – can someone address that?   See question below.

13.  How often do they spray for ticks at Paw Park?   Property Maintenance is address this issue.

14.   Has the city figured out what to do to make Warm Mineral Springs profitable?   I handled this question

15.  What’s the status on the Publix, the Town Center and what’s going on the 1500 acres?   Publix will resubmit to 4th Quarter when the rooftops hit approximately 500 (we are in the low 400’s right now).  With respect to the rest of the Town Center, there has been no definite date specified for the development of the Town Center.
